Edit DefaultEngine.ini in the launcher Portal\Config folder — change HttpTotalTimeout from 30 to 500, save, restart the launcher, then retry the install.

Large manifest downloads can exceed 30 seconds on slow or VPN-throttled links — disable VPN and use wired Ethernet if possible.
