How do I open the console in Fallout 4?

Important disclaimer
The console is an official Bethesda tool in the PC version and does not disable achievements in vanilla Fallout 4. Some commands can break quests — save before using them. PS and Xbox have no console access.
Fallout 4's developer console gives PC players full control: god mode, unlimited caps, instant levels, quest skips. It runs on the same engine commands as Skyrim with Fallout-specific item IDs. Everything below is built into the game — no mods needed.
Fallout 4's developer console works in every PC version — no mods required. Press ~ (tilde) to open it; the game pauses while it's open. Commands are not case-sensitive. There is no console access on PS or Xbox.

Verified against the Fallout Wiki (Fandom). Same engine commands as Skyrim with Fallout-specific IDs.
Caps are item ID 0000000f. For everything else use 'help "item name" 4' to search in-game, or the Fallout Wiki's complete ID tables. DLC item IDs start with a load-order prefix that varies per install.

Type 'player.additem 0000000f 1000' to add 1,000 caps. Change the amount as needed.
Stimpaks and RadAway stop working while tgm is active, and companions may react as if you took damage. Toggle it off with tgm again.
